Requires courts, electronic filing service providers, and electronic filing managers to send prompt notices confirming receipt or rejection of electronically filed documents, with specific reasons for any rejections.

Tolls the statute of limitations for complaints and cross-complaints that are rejected for filing, extending the deadline through the rejection notice date plus one additional day if subsequently resubmitted in corrected form.

Expands fee waiver requirements to cover parties granted fee waivers under Section 68631 and filings exempt from fees under other laws, prohibiting service providers from seeking payment from courts for waived fees.

Caps payment processing fees charged by courts or service providers at actual costs incurred and requires courts to charge only actual costs for electronic filing and service of documents.
