Applications are deemed approved if 15 business days after being deemed complete have elapsed and the building official has not approved the permit, made findings of specific adverse health or safety impacts, or required a use permit application.

Existing law's requirement for expedited, streamlined permitting and checklists for EV charging stations is reinforced with automatic approval timelines.

The bill declares EV charging stations a matter of statewide concern, not a municipal affair, aligning with Executive Order B-48-18's goal of 250,000 ZEV charging stations in California by 2025.

The bill takes effect immediately as an urgency statute.
