Authorizes Yuba and Sutter Counties to jointly establish a homeless adult and family multidisciplinary personnel team to identify, assess, and link homeless individuals to housing and supportive services.

Joint team must comply with all requirements and obligations of homeless adult and family multidisciplinary personnel teams under existing law (Section 18999.8).

Requires counties to adopt a joint protocol for sharing confidential information that is at least as restrictive as individual county protocols under existing law.

Allows cities within Yuba or Sutter County to participate in the joint team if requested, unless counties determine participation would hinder compliance or conflict with county goals.

Legislature declares a special statute is necessary due to the unique geographical characteristics and preexisting coordinated approach to homelessness services in Yuba and Sutter Counties.
