Transit agencies must offer free student transit passes to students attending California Community Colleges, California State University, or University of California to remain eligible for state funding under the Mills-Alquist-Deddeh Act, State Transit Assistance Program, or Low Carbon Transit Operations Program

Free student transit passes must be counted as full price fares when calculating the ratio of fare revenues to operating costs

California Community Colleges, California State University, and University of California are prohibited from charging students mandatory systemwide tuition or fees for transit services offered by transit agencies required to provide free student passes

The University of California's obligations under this bill apply only if the Regents adopt an appropriate resolution to make the provisions applicable
