Adds "deenergization" (planned public safety power shutoffs) as a condition that constitutes a state of emergency under the California Emergency Services Act.

Defines "deenergization" as a planned public safety power shutoff consistent with requirements under Public Utilities Code Sections 399.2(a) and 451.

Allows governors and local officials to proclaim emergencies when deenergizations or sudden energy shortages require extraordinary measures beyond California Public Utilities Commission authority.

Declares the bill an urgency statute effective immediately to address public safety impacts of prolonged wildfire seasons.
