Exempts operation of alternative power sources (backup generators) used by essential public service providers to power critical facilities during deenergization events from all local, regional, and state air quality regulations.

Defines "critical facilities" as police stations, fire stations, emergency operations centers, water and wastewater treatment facilities, and communication systems supporting essential public services.

Allows essential public service providers to comply with National Fire Protection Association Standard NFPA 110 for maintenance and testing of backup generators instead of other applicable legal requirements.

Defines "deenergization events" as loss of electricity to critical facilities due to emergencies, including wildfires and public safety power shutoffs.

Applies to essential public services including fire prevention and response, law enforcement, water and wastewater service provision, and emergency response services.
