Requires each Department of Consumer Affairs licensing board to issue licenses to applicants who are married to or in a domestic partnership with active duty Armed Forces members assigned to California duty stations, if they meet reciprocity requirements.

Applicants must hold a valid license in good standing in another state with the same scope of practice, have practiced in that field for at least 3 of the last 5 years, have no disciplinary actions or license revocations, and pass any required California jurisprudence and ethics examination.

Excludes the Board of Registered Nursing, Board of Behavioral Sciences, and any other board that currently authorizes license portability from these requirements.

Does not supersede existing reciprocity agreements, compacts, or statutes that already provide licensure reciprocity.

Specifies that fees collected under this section require legislative appropriation and are not continuously appropriated.
