Extends the Charge Ahead California Initiative funding plan update requirement from January 1, 2023 to January 1, 2030, requiring updates at least every three years.

Requires the Clean Vehicle Rebate Project forecast to include total state rebate investment needed to phase out the program, models of rebate scenario impacts, recommendations for project structure changes, projected EV sales figures, federal policy impacts, vehicle price differences, manufacturer marketing assessments, and consumer awareness surveys.

Mandates the State Air Resources Board adopt criteria ensuring Clean Vehicle Rebate Project rebate levels can be phased down incrementally based on cumulative sales levels.

Establishes programs to increase access to zero-emission and near-zero-emission vehicles for disadvantaged, low-income, and moderate-income communities through financing mechanisms, car sharing, charging infrastructure in multi-unit dwellings, and fleet modernization incentives.

Requires agricultural vanpool programs to serve disadvantaged and low-income communities with a minimum of 25 percent of appropriated funds allocated to programs servicing low-income communities.
