Creates a new grant category within the existing Infill and Infrastructure Grant Program of 2019 to provide grants for capital improvement projects within one mile of qualifying infill projects that improve quality of life in infill areas.

Defines eligible capital improvement projects under the new grant category to include parks and open space, utility improvements, streets and transit facilities, traffic mitigation, sidewalks, libraries, public safety facilities, and vehicle charging stations.

Requires the Department of Housing and Community Development to administer the grant category using the same application and review procedures as the existing Infill and Infrastructure Grant Program.

Authorizes the department to adopt guidelines for program administration, exempt from standard Administrative Procedure Act requirements.

Requires legislative appropriation of funds before the department can establish and operate the grant category.
