Extends the sunset date for the Pilot Program for Increased Access to Responsible Small Dollar Loans from January 1, 2023 to January 1, 2028.

Requires the Commissioner of Business Oversight to include recommendations in annual reports regarding whether the program should continue after January 1, 2028.

Requires annual reports on program utilization to be posted on the commissioner's website on or before July 1 each year through July 1, 2026, with detailed data on loan applications, borrower demographics, loan performance, and violations.

Specifies that no state reimbursement is required for local agencies or school districts because any costs result from criminal law changes covered under Section 17556 of the Government Code.
