Creates the Workgroup on Child Custody Court Proceedings comprised of legislators, judicial officials, child advocacy representatives, domestic violence advocates, and other relevant experts, with members appointed no later than June 1, 2021.

Chief Justice of California or designee chairs the workgroup and members serve without compensation but may receive reimbursement for necessary expenses.

Workgroup must study state child custody court proceedings involving child abuse or domestic violence allegations and examine available science and best practices for children in traumatic situations.

Requires workgroup to submit recommendations to the Legislature by January 1, 2023 on how courts can incorporate latest science and legal determinations regarding child safety and well-being into custody proceedings.
