Adds Section 1543 to the Code of Civil Procedure to authorize the Controller to streamline the secure payment of unclaimed property claims.

Allows the Controller to minimize the number of documents required from claimants for claims involving property worth $5,000 or less.

Permits electronic submission of claim documentation to the Controller's website for claims deemed appropriate by the Controller.

Authorizes direct deposit by electronic fund transfer for payment of approved claims.
