Requires county welfare departments to verify that dependent children have been provided school records and other academic records (including transcripts and test scores) at the last regularly scheduled review hearing before the child attains 18 years of age.

Removes references to "nonminor" from the last review hearing before age 18 in Section 391(b), limiting this requirement to minors only.

Maintains existing requirements for county welfare departments to provide or document efforts to provide various documents and services to dependent children and nonminors, including Social Security cards, birth certificates, driver's licenses, and information about financial aid and employment assistance.

Specifies that no state reimbursement is required for this mandate to the extent it increases costs already borne by local agencies under the 2011 Realignment Legislation, unless the state provides annual funding for the cost increase.
