Increases Board of State and Community Corrections membership from 13 to 15 members.

Adds a rank-and-file probation officer or deputy probation officer serving as president of a county probation association, appointed by the Governor and subject to Senate confirmation.

Adds a public member with a record of a felony conviction, appointed by the Governor and subject to Senate confirmation.

Changes the Board Chair from the Secretary of the Department of Corrections and Rehabilitation to a separately appointed position by the Governor subject to Senate confirmation, while making the Secretary a separate member.

Standardizes member terms to three years with reappointment eligibility, removing the previous staggered expiration schedule.
