Adds Section 25660 to the Penal Code to exempt persons from California's prohibition on carrying concealed firearms if they hold a valid concealed carry license issued by another state and are in a jurisdiction that has made a specific declaration.

Allows city councils or county boards of supervisors to declare their jurisdiction permits concealed firearm carrying by out-of-state license holders in compliance with valid out-of-state licenses.

Requires county board of supervisors declarations to also receive approval from the county sheriff.

Applies only to pistols, revolvers, or other firearms capable of being concealed upon the person.
