Creates a "public presidential primary ballot" listing all candidates generally recognized as actively seeking the U.S. presidency, with Federal Elections Campaign Act funding qualification as a selection criterion.

Requires no-party-preference voters to receive the public presidential primary ballot along with the nonpartisan ballot at partisan primary elections, unless they request a party ballot.

Permits voters registered with a political party to request the public presidential primary ballot instead of their party's ballot.

Directs the Secretary of State to compile and publish presidential primary election returns on their website by the 32nd day after the election, with regulations specifying political parties need not consider these returns.

Establishes state-mandated local program requirements for county elections officials to distribute ballots and provide voter information, with state reimbursement to be determined by the Commission on State Mandates.
