Requires written consent from recipient charitable organizations before using their names in solicitations, with exceptions if platform lists only basic organizational information, discloses lack of consent, charges no deduction fees, and allows removal within three business days upon request.

Authorizes the Attorney General to establish rules and regulations for registration forms, annual reports, written agreements, and fund distribution requirements, and assess registration and renewal fees deposited in the Registry of Charitable Trusts Fund.
