Establishes the California Geographic Information Office within the Department of Technology until January 1, 2031, to coordinate state GIS projects, set data collection and sharing standards, and manage shared data resources.

Appoints a Geographic Information Officer by the Governor to develop a state GIS strategic plan, analyze geospatial data gaps, establish data standards, and negotiate master contracts for GIS services without Department of General Services approval.

Creates the California Geographic Information Advisory Council with 23 members representing state agencies, local governments, tribes, utilities, nonprofits, and the Legislature to advise the officer on policy and implementation issues.

Requires the Geographic Information Officer to report annually to the Legislature starting December 1, 2021, on agency adoption of shared GIS resources, data sharing standards, and response times to data requests.

Establishes an executive committee and technical committee within the advisory council to recommend GIS data standards, funding strategies, and technology deployment approaches.
