Requires time spent consuming school breakfast to count as instructional minutes that generate average daily attendance (ADA) for state funding purposes if the breakfast is consumed in the classroom and educational activities are provided simultaneously.

Limits breakfast consumption time counted toward instructional minutes to a maximum of 15 minutes per pupil per schoolday.

Applies to kindergarten and grades 1-12 in school districts, county offices of education, and charter schools.

Authorizes the California Department of Education to adopt guidelines and regulations to implement these requirements.
