Removes nunchaku from the list of generally prohibited weapons in California, allowing adults to purchase, possess, and use them for self-defense purposes.

Prohibits nunchaku possession and manufacture by persons confined in penal institutions, making such conduct a felony punishable by 2-4 years imprisonment.

Bars nunchaku possession by individuals convicted of felonies, crimes involving assault, or those addicted to narcotic drugs; prohibits sale or furnishing of nunchaku to minors except those attending schools that teach self-defense arts.

Repeals the designation of nunchaku as a nuisance under existing law and removes references to nunchaku from the generally prohibited weapons definition.

Specifies that no state reimbursement to local agencies or school districts is required for costs associated with the new crime provisions.
