Establishes the Transgender Wellness and Equity Fund administered by the State Department of Public Health's Office of Health Equity to fund grants for organizations serving transgender, gender nonconforming, and intersex (TGI) individuals.

Grants may fund health care provider training and capacity building in TGI-focused care, therapeutic arts programs, housing assistance and supportive housing programs, and gender-affirming health care services at hospitals and clinics.

Requires hospitals, health care clinics, or medical providers applying for grants to partner with a TGI-serving organization (where at least 65 percent of clients are TGI) and consult with them throughout program development and implementation.

Defines "health care" broadly to include medical, behavioral, and spiritual care; therapeutic arts; substance use disorder services; and supportive housing.

Enacted September 26, 2020; fund requires separate legislative appropriation to receive moneys.
