Exempts motor vehicles issued a specialty license plate under Vehicle Code Section 5004 from biennial smog check inspection requirements upon registration renewal.

Applies to vehicles operated primarily for historical exhibition or similar purposes that meet specific requirements established by the Department of Motor Vehicles.

Amends Section 44011 of the Health and Safety Code to add this exemption to the existing list of vehicles exempt from biennial smog check inspections.

Does not affect other smog check requirements such as inspections upon initial registration, transfer of ownership, or in other specified circumstances.
