Establishes that a public subsidy is considered "de minimis" (and therefore does not make a private project subject to prevailing wage requirements) if it is both less than $600,000 and less than 2% of total project cost.

Provides a separate de minimis threshold for residential projects consisting entirely of single-family dwellings, requiring only that the subsidy be less than 2% of total project cost (no dollar cap).

Specifies that these new de minimis provisions apply only to projects advertised for bid or contracts awarded on or after July 1, 2021.

Defines "paid for in whole or in part out of public funds" to include direct payments, asset transfers below fair market value, waived fees or bonds, and contingent loans from state or political subdivisions.
