Requires the Department of Justice to conduct reviews of all law enforcement agencies every 3 years to evaluate the accuracy of hate crime data and agencies' hate crime policies.

Mandates the Department of Justice to implement a school-based program in conjunction with school districts and local law enforcement agencies to educate students on recognizing bias, prejudice, and harassment, and how to report suspected hate crimes.

Requires the Department of Justice to add region-specific data fields to the hate crime database and submit hate crime reports to the Federal Bureau of Investigation for the national Uniform Crime Reporting Program.

Directs the Department of Justice to create outreach materials in Medi-Cal threshold languages for law enforcement agencies to engage communities about local hate crime trends and threats.

Requires the Department of Justice to send advisory notices to law enforcement agencies when hate crimes are determined to be occurring in multiple jurisdictions.
