Requires the Commission on Peace Officer Standards and Training (POST) to develop and periodically update an interactive refresher course on hate crimes for in-service peace officers and make it available through the learning portal.

Mandates peace officers below the rank of supervisor assigned to patrol duties complete the hate crimes refresher course every five years, beginning January 1, 2024.

Requires the basic course curriculum to include instruction on hate crime indicators, victim impact, legal frameworks, reporting procedures, noncombative response techniques, and special categories including gender-bias, disability-bias, anti-immigrant, and anti-Arab/Islamic crimes.

Directs POST to develop guidelines for a general order on hate crimes that all state law enforcement agencies must adopt and local agencies are encouraged to adopt, including protocols for prevention, response, victim assistance, and community engagement.

Defines "multimission criminal extremism" as the nexus of hate crimes, antigovernment extremist crimes, anti-reproductive-rights crimes, and crimes targeting homeless persons.
