Raises the threshold for competitive bidding requirements for county transportation authority contracts from $75,000 to $150,000 for supplies, equipment, and materials purchases.

Allows county transportation authorities to award contracts either to the lowest responsible bidder or to the responsible bidder whose proposal provides the best value based on factors identified in the solicitation.

Defines "best value" as the overall combination of quality, price, and other proposal elements that provide the greatest overall benefit in response to solicitation requirements.

Maintains emergency exception allowing contracts to be awarded without competitive bidding if declared by a two-thirds vote of the county transportation authority's voting membership.

Clarifies that the requirement does not apply to construction contracts, only supplies, equipment, and materials.
