Increases annual transfer from Managed Care Administrative Fines and Penalties Fund to the Medically Underserved Account for Physicians from $1,000,000 to $2,000,000, effective September 1, 2009 and annually thereafter.

Expands eligible "practice settings" for the Steven M. Thompson Physician Corps Loan Repayment Program to include programs or facilities operated by or contracted to a county mental health plan.

Maintains existing eligible practice settings including community clinics, public hospital clinics, hospital-owned clinics in medically underserved areas, and physician-owned practices providing primary care to low-income and uninsured patients.

Specifies that transferred funds are used for physician loan repayment upon legislative appropriation and cannot be used for the Physician Volunteer Program.
