Requires the State Department of Education to develop or update resources for in-service training on schoolsite and community resources supporting LGBTQ pupils by July 1, 2021.

Mandates creation of an online training delivery platform and curriculum by July 1, 2022, designed for teachers and certificated employees in grades 7-12 schools.

Establishes an advisory committee composed of up to 20 LGBTQ nonprofit organizations and other nonprofits serving LGBTQ people to ensure training is culturally competent and comprehensive.

Specifies training content must cover safe learning environments, identifying at-risk LGBTQ pupils, bullying/harassment policies, suicide prevention, facility use policies, privacy protections, and community resource identification.

Encourages schools to provide training at least once every two years to teachers and certificated staff using the state-developed resources and online platform.
