Authorizes up to 2 local educational agencies to request average daily attendance funding for pupils of migrant agricultural workers in kindergarten through grade 8, commencing in the 2021–22 fiscal year.

Funding must be used to provide pupils of migrant agricultural workers with access to a standard instructional program during the period they reside in the local educational agency's county.

Allows local educational agencies to enter into memoranda of understanding to transfer funds between districts and interdistrict transfer agreements to enroll eligible pupils in programs operated by other districts.

Requires local educational agencies operating programs to annually report to the State Department of Education on pupil characteristics, services provided, academic outcomes, and program financing.

If more than 2 local educational agencies request funding, the State Superintendent must establish a process to determine which agencies will receive average daily attendance funding.
