Amends Section 486 of the Food and Agricultural Code regarding cooperative agreements for agricultural inspector services between the Secretary of Food and Agriculture and first-class counties.

Removes the requirement that not less than 75% of agricultural inspector associates without permanent employee protections be afforded permanent employee status under the county's civil service or personnel system.

Maintains the existing requirement that not less than 66% of agricultural inspector aides without permanent employee protections be afforded permanent employee status under the county's civil service or personnel system.

Applies only to cooperative agreements requiring counties to provide year-round agricultural inspector services.
