Clarifies that "qualifying experience" for licensure waivers in health facilities, correctional systems, and community mental health programs is determined by reference to the relevant profession's licensing statute in the Business and Professions Code.

Amends Health and Safety Code Section 1277 to specify that qualifying experience for psychologists, marriage and family therapists, clinical social workers, and professional clinical counselors means experience satisfying requirements in Business and Professions Code Sections 2914, 4980.43, 4996.23, or 4999.46.

Amends Penal Code Section 5068.5 to define "qualifying experience" for psychologists and clinical social workers in correctional mental health services as experience satisfying Business and Professions Code Sections 2914 or 4996.23.

Amends Welfare and Institutions Code Section 5751.2 to define "experience required for licensure" for community mental health program employees as experience satisfying Business and Professions Code Sections 4996.23, 4980.43, or 4999.46.

Requires the State Department of Health Care Services to adopt implementing regulations by December 31, 2020.
