Extends the University of California's request to conduct a study on motor vehicle registration fraud and failure to register vehicles from January 1, 2021 to January 1, 2025.

Study must include quantification of fraud magnitude, motorist strategies and reasons for fraud, costs to state and local governments in lost revenues, air pollution increases, and recommended compliance strategies.

Requires the Department of Motor Vehicles to share vehicle registration information with UC researchers and the California Highway Patrol to share information on registration fraud combat efforts including the CHEATERS program.

Extends the deadline for UC to post the study report on its internet website from January 1, 2018 to January 1, 2022.
