Requires the State Energy Resources Conservation and Development Commission to consider different electric vehicle charging infrastructure needs of metropolitan planning areas in its statewide assessment, effective January 1, 2021.

Requires each metropolitan transportation organization to submit a zero-emission readiness plan to the commission that assesses the region's share of 5,000,000 zero-emission vehicles and charging infrastructure needs.

Zero-emission readiness plans must identify areas for publicly accessible, workplace, and multiunit dwelling charging or fueling infrastructure.

Plans must assess zero-emission vehicle charging and fueling needs of low-income and disadvantaged communities and identify barriers and solutions to regional zero-emission vehicle adoption.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement shall be made through existing statutory procedures for local agency reimbursement.
