Allows the secretary-treasurer to preside at board meetings if both the president and vice president are absent or unable to act, and authorizes the president to designate a non-officer board member to preside if all officers are absent.

Prohibits disclosure of all email addresses provided by applicants and licensees to the California Board of Accountancy, except as required by court order, and removes email privacy protections from individual sections to consolidate them in a new section.

Authorizes the board to admit applicants to the certified public accountant examination before completing education requirements, provided they satisfy board-specified conditions.

Requires the board to adopt regulations specifying the timeframe for completing education after examination application and the manner of providing proof of education requirements.

Allows the board to withhold release of examination scores if an applicant fails to timely complete education requirements or comply with board regulations.
