Establishes the Stable Communities Fund within the Legal Services Trust Fund Program to be funded by legislative appropriation, with short-term rental assistance funded from the General Fund.

Requires the State Bar to distribute competitive grants to nonprofit organizations and local governments to provide education, outreach, legal services, and rental assistance to prevent eviction and displacement for tenants earning up to 80 percent of area median income.

Eligible services include tenant rights education, targeted outreach to at-risk communities, limited-scope legal assistance in clinical settings, and full-scope legal representation in eviction proceedings through appeals.

Requires at least 20 percent of total funds to be reserved for rural areas and mandates grantees serve recipients without regard to immigration status when feasible.

Prohibits grantees from using more than 10 percent of allocated funds for administrative costs and more than 25 percent for rental assistance, and requires annual reporting on services provided and outcomes achieved.
