Authorizes holders of special faculty permits, visiting fellows, and certificates of registration to practice medicine at academic medical centers, defined as California-licensed facilities that train at least 250 residents and postdoctoral fellows annually and meet additional research and peer review requirements.

Expands the definition of "academically eminent" to include persons who hold or have been offered a full-time position at an academic medical center or who are clearly outstanding in a specific field and offered a full-time position by the chief medical officer of an academic medical center.

Limits the Medical Board of California to approving no more than 5 special faculty permit applications submitted by academic medical centers within any calendar year.

Allows the board to accept clinical practice in a certificate of registration appointment as qualifying time to meet postgraduate training requirements for licensure and permits waiver of examination and Educational Commission for Foreign Medical Graduates certification requirements.

Deems existing permit holders and visiting fellows working at academic medical centers before January 1, 2021, to be authorized as if their original applications had been sponsored by those academic medical centers.
