Requires California State University and California Community Colleges to establish a CalFresh student outreach program by July 1, 2021, in consultation with the State Department of Social Services and county human services agencies.

Mandates the outreach program provide students with a link to an internet website with information on applying for CalFresh benefits and the name and telephone number of the CalFresh eligibility worker on their respective campus, if available.

Requires colleges to implement the program by text message if an existing text message system is available, or by email if a text message system is not available.

Encourages the University of California Regents to establish the same CalFresh student outreach program.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures for local agencies and school districts.
