AB 2284 Summary

• Adjusts change order caps annually based on California Consumer Price Index for county contracts, county highways, county bridges/subways, county waterworks districts, and Los Angeles County Flood Control District.

• Establishes new tiered change order limits for contracts exceeding $25,000,000 ($500,000 cap) and $50,000,000 ($1,000,000 cap), while modifying existing caps to apply only to contracts between $250,000 and $25,000,000.

• Maintains existing change order caps for contracts up to $250,000: $5,000 for contracts under $50,000 and 10% for contracts between $50,000 and $250,000.

• Authorizes boards of supervisors and district boards to implement fraud prevention and accountability measures when delegating change order authority to county engineers, road commissioners, or district officers.
