Extends the requirement that no less than 20% of California Clean Truck, Bus, and Off-Road Vehicle and Equipment Technology Program funding support early commercial deployment of existing zero- and near-zero-emission heavy-duty truck technology until December 31, 2021 (previously December 31, 2020).

Extends the Department of Motor Vehicles pilot program authorization to evaluate alternatives to stickers, tabs, license plates, and registration cards from January 1, 2021 to January 1, 2023, limited to no more than 0.5% of registered vehicles.

Expands the "Move Over" law requirement to approach with due caution from freeways to all highways when approaching stationary authorized emergency vehicles, tow trucks, or Department of Transportation vehicles displaying warning lights, with the same lane change or speed reduction requirements.

Establishes that violations of the expanded Move Over law remain infractions punishable by a fine of not more than $50.

Specifies no state reimbursement is required for this act because any local costs result from the creation of new crimes or infractions under Section 17556 of the Government Code.
