Repeals prohibition on selling plastic products labeled "marine degradable" and authorizes the Director of Resources Recycling and Recovery to issue guidelines for determining non-compliant plastic product labeling and misleading marketing.

Authorizes the Department of Resources Recycling and Recovery to adopt European Committee for Standardization standard EN 17033:2018 for biodegradable agricultural mulch film, allowing sales of "soil biodegradable" mulch film only if certified to meet both that standard and ASTM compostability standards.

Extends the Statewide Commission on Recycling Markets and Curbside Recycling deadline for final policy recommendations and product identification from January 1, 2021 to July 1, 2021, and requires public review and comment opportunity before finalizing recommendations.

Delays requirement for theme parks, amusement parks, water parks, resorts, entertainment complexes, zoos, and similar facilities to provide customers with recycling and organic waste bins until January 1, 2022, instead of July 1, 2020.

Updates references to ASTM standard specifications for plastic compostability (D6400 and D6868, both published in 2019) and updates name of TUV Austria's "OK compost HOME certification" for home compostable plastics.
