Requires the State Department of Social Services to provide translations of written content and transcriptions or captioning of videos in all languages spoken by a substantial number of in-home supportive services providers in California.

Defines "written content" to include informational notices, notices of action, timesheets, and forms required by statute, regulations, or state action for providers.

Permits the department to work with counties and the County Welfare Directors Association of California to repurpose existing county-produced translations of written content and video materials.

Applies translation requirements to all written content mailed to or electronically viewed by in-home supportive services providers, in accordance with Government Code Section 7295.2 and related regulations.
