Increases the equalization adjustment percentile from 90th to 95th percentile for special education local plan areas (SELPAs) with below-average funding rates, and requires the adjustment be computed annually whenever equalization appropriations are made.

Establishes a high-cost service allowance to provide supplemental funding to SELPAs based on the number of severely disabled pupils and pupils with deafness and blindness, traumatic brain injury, or multiple disabilities.

Requires SELPAs serving preschool-aged children with exceptional needs to count 3 times all units of average daily attendance generated by kindergarten enrollment (excluding transitional kindergarten) for funding calculation purposes.

Modifies the definition of "average daily attendance reported for the special education local plan area" to use whichever is greater: the current school year or prior school year average daily attendance.

Requires the Superintendent to compute new statewide target amounts per unit of average daily attendance following each year an equalization appropriation is made.
