Authorizes the California Health Facilities Financing Authority to make loans to for-profit skilled nursing facilities serving at least 70% Medi-Cal beneficiaries for emergency preparedness building improvements, including generators, seismic retrofitting, and life safety systems.

Loan authorization expires January 1, 2026, after which this section is repealed.

Requires the authority to provide data to the Legislature on the number of loans granted, projects completed, and benefits provided to patients under this authorization.

Findings note that approximately 400,000 Californians receive annual care in long-term care facilities, with most skilled nursing facilities built in the 1960s-1970s requiring modernization.

Makes an appropriation by expanding the purposes for which the continuously appropriated California Health Facilities Financing Authority Fund may be used.
