Require the State Water Resources Control Board to identify best available control technology for filtering microfibers from industrial, institutional, or commercial laundry facilities by an unspecified date.

Mandate the state board consult with laundry facility owners and operators on current filtration systems and with universities, scientific organizations, and plastic pollution experts when identifying control technology.

Require any entity operating an industrial, institutional, or commercial laundry facility to adopt the best available control technology to capture microfibers shed during washing by an unspecified date.

Add Chapter 10 (commencing with Section 119450) to Part 15 of Division 104 of the Health and Safety Code to establish microfiber pollution requirements.
