Revises unified program agency (UPA) authority to suspend, revoke, or withhold hazardous waste facility permits for non-payment, requiring explicit noncompliance with written notice before permit action can occur.

Authorizes UPAs to suspend, revoke, or withhold permits if conditions at a facility present imminent or substantial endangerment to public health, safety, or the environment, with UPAs required to develop criteria and factors for determining endangerment.

Imposes civil or administrative penalties of $500-$5,000 per day on facility owners or operators for failure to obtain or maintain required permits.

Changes risk management plan (RMP) requirements so UPAs may exempt stationary sources from RMP preparation if no significant regulated substance accident risk is found, with authority to revoke exemptions if risk is later identified.

Modifies business plan site map requirements to include only elements that are present, and clarifies that registered substances must be reported to the UPA before the regulated substance is first present in a process above threshold quantities.
