Requires prime contractors to use the disabled veteran business enterprise (DVBE) subcontractors and suppliers proposed in their bid unless substitution is requested and approved by both the awarding department and Department of General Services.

Mandates that prime contractors provide proof of payment for work performed by DVBEs upon request by the awarding department, and certify the amount and percentage of work committed to DVBEs.

Requires every state contract with DVBE participation to include a provision requiring contractor compliance with all rules, regulations, ordinances, and statutes applicable to the California Disabled Veteran Business Enterprise Program.

Establishes civil penalties of $2,500 to $25,000 for persons or entities that knowingly provide false information regarding DVBE participation and payment.

Directs the Office of Small Business and Disabled Veteran Business Enterprise Services to coordinate with the California Disabled Veteran Business Enterprise Program Advocate appointed by the Secretary of Veterans Affairs.
