Authorizes counties to lend available funds to resource conservation districts, similar to other special districts, with loans not exceeding 85 percent of anticipated revenue.

Abolishes the State Resource Conservation Commission and Division of Resource Conservation, transferring their powers and duties to the Director of Conservation.

Requires resource conservation districts to be certified by the Department of Conservation to be eligible for state funding, with the department posting an annual list of certified districts by December 31.

Expands the scope of district work plans from soil conservation to include projects protecting natural resources, enhancing climate adaptation and resilience, and mitigating carbon emissions on natural and working lands.

Allows the Director of Conservation to provide financial assistance, grants, technical support, and equipment to certified resource conservation districts and to establish a conservation service center.
