Repeals existing release time provisions in six Government Code sections and one Public Utilities Code section that previously addressed employee representative time off in various public employment contexts.

Creates unified statewide release time requirements in new Government Code Section 3558.7 applicable to all public employers including state agencies, courts, school districts, and specified transit agencies.

Requires public employers to grant reasonable time off without loss of compensation to employee representatives of exclusive representatives for grievance investigation and processing, meet and confer activities, testimony before labor boards and governing bodies, and new employee orientation.

Establishes that release time provisions are minimum standards that do not prevent employers and unions from negotiating more generous terms, and does not reduce other statutory leave entitlements.

Prohibits the Public Employment Relations Board from enforcing release time requirements for public transit workers not otherwise subject to the board's jurisdiction.
