Requires public entities to include notice in all bid documents and construction contracts when a skilled and trained workforce requirement applies to a contract or project.

Applies when a public entity is required by statute or regulation to obtain an enforceable commitment that bidders, contractors, or other entities will use a skilled and trained workforce.

Failure to provide the required notice does not excuse the public entity from obtaining the enforceable commitment or excuse bidders and contractors from complying with skilled and trained workforce requirements.

Permits public entities to voluntarily require skilled and trained workforce use even when not mandated by statute or regulation.
