Authorizes the Bureau of Cannabis Control to issue state temporary event licenses for cannabis retail sales at venues licensed for alcohol sales by the Department of Alcoholic Beverage Control, provided cannabis and alcohol sales/consumption occur in separate and distinct areas.

Requires retail licensees to submit a list of all participating licensed retailers 60 days before the event, with updates allowed, and prohibits unlicensed participants from engaging in onsite cannabis sales.

Allows licensees to reconcile and return unsold cannabis inventory to their retail premises after temporary events conclude, with all inventory tracked prior to transport.

Permits the Bureau of Cannabis Control to impose civil penalties up to three times the license fee for violations and to immediately cease event operations if necessary to protect public health and safety, without providing a hearing or appeal.

Requires cannabis and alcohol consumption to be prohibited in the same area, with cannabis smoking prohibited in locations where smoking is otherwise prohibited.
